A major research university may have 200 to 400 separate utility accounts across its campus — on a slew of different rate schedules, each with different tariff eligibility, each with its own history of potential billing errors.

The account types alone create enormous complexity: high-voltage research labs with specialized interruptible service contracts, standard commercial office space, student residential buildings eligible for different rate classifications, dining facilities with specific demand measurement provisions, athletic facilities with large seasonal load swings.
